Since the administrative process to distribute under an open-source license is
taking too long, the current release will be distributed only internally. Once
that the administrative requirements for the open source license are satisfied,
a new release will be published to modify the license.

cst_python_api.rst: Edit the automatically generated file for it to be more

index.rst: Include cst_python_api.rst.

conf.py: Change HTML template to that of ReadTheDocs.
